The TC1 (Traffic Controller) and TMI1 (Traffic Management Implementer) course equips participants with the skills to safely control traffic and implement basic traffic management plans on low-volume roads. It focuses on preparing individuals to manage traffic using stop/slow bats, portable devices, and simple Traffic Guidance Schemes to ensure the safety of workers, pedestrians, and motorists. Completing this course may allow graduates to work in traffic control and management roles across industries such as civil construction, road maintenance, utilities, and event traffic management.

Here’s What You’ll Learn In This Course:

The TC1 and TMI1 course provides the practical skills and theoretical knowledge required to control traffic and implement basic traffic management plans in compliance with Austroads and VicRoads standards. Participants learn how to safely direct traffic using stop/slow bats and portable traffic control devices, as well as how to set up and monitor Traffic Guidance Schemes (TGS) to protect worksites and ensure the safety of road users and pedestrians.

The course covers a range of essential topics including traffic control procedures, correct use of signage and safety equipment, risk assessment and hazard identification, effective workplace communication, and emergency response protocols. It is designed to prepare individuals to work confidently in live traffic environments and coordinate safe traffic flow around worksites or events.

On completion, students receive a nationally recognised Statement of Attainment for the relevant traffic control and management units, enabling them to legally perform traffic control duties and implement basic traffic management plans in Australia. Graduates can pursue roles in traffic control, traffic management implementation, and related positions in civil construction, infrastructure maintenance, utilities, and event traffic coordination. This qualification is highly valued in industries where maintaining safe and controlled traffic conditions is essential.

To enrol in the TC1 & TMI1 course, participants must meet the following requirements:

 

✔ Be at least 18 years of age

✔ Hold a valid White Card (CPCWHS1001 – Construction Induction Card)

✔ Provide evidence of basic English language, literacy and numeracy (LLN) skills sufficient to understand road safety instructions and complete assessments.

✔ Be physically fit and able to work safely on active construction or road sites

✔ Provide two forms of identification (e.g., driver’s licence, Medicare card, passport, student ID card).

The TC1 and TMI1 course is structured to combine theory, practical learning, and workplace experience to ensure participants are fully prepared for real-world traffic management.

  • Day 1–2 (Theory):
    • Understanding traffic control legislation, standards, and responsibilities.
    • Learning safe work practices and hazard identification.
    • Effective communication and teamwork in traffic management.
    • Planning and implementing basic Traffic Guidance Schemes (TGS).
    • Use of stop/slow bats and portable traffic control devices.
  • Day 3 (Practical):
    • Hands-on practical training in a simulated traffic environment.
    • Setting up signs, barriers, and traffic devices.
    • Applying risk management processes in live traffic scenarios.
    • Assessment of theory and practical competencies.
  • Workplace Experience:
    • Completion of 20 hours voluntary work placement to gain practical exposure on active sites (we assist students in arranging this placement).

Upon successful completion of the TC1 and TMI1 course, Step123 will submit your details directly to Austroads for registration. This process is included in your course fee and covers all applicable Austroads registration costs. Once processed, you will be issued with your official traffic control accreditation, which may allow you to legally work as a Traffic Controller and Traffic Management Implementer on low-volume roads across Victoria and Australia.

Payment in full is required at enrolment and must be made at least 4 days before your course date to secure your booking.

STEP123 complies with RTO standards and does not collect over $1,500 in advance. Payment options include credit/debit card, bank transfer, Afterpay, or approved group/workplace invoicing. For those facing financial difficulty, flexible arrangements can be discussed prior to enrolment.

Refunds are only available for cancellations made 48+ hours before class (50% refund). Cancellations within 48 hours or after class starts are non-refundable. Refunds are processed within 14 days.

Reschedule requests made more than 24 hours before class are allowed once for free. Requests within 24 hours require a new booking and payment. If STEP123 cancels or reschedules a class, students will be offered an alternative date at no extra cost.

Completing the TC1 and TMI1 course qualifies you to work as a Traffic Controller and Traffic Management Implementer on urban streets and low-volume rural roads. This certification enables you to safely control traffic using stop/slow bats and portable devices, and to implement and monitor basic Traffic Guidance Schemes (TGS).

 

Graduates commonly find employment as:

  • Traffic Controller (Stop/Slow Operator – up to 60 km/h)
  • Traffic Management Implementer (Level 1 – up to 60 km/h)
  • Civil Construction Labourer (with traffic control duties)
  • Road Maintenance Crew Member
  • Event Traffic Controller (controlling traffic for events or temporary road closures)

Recognition of Prior Learning (RPL) is a pathway for experienced traffic controllers and traffic management implementers to have their existing skills and knowledge assessed and formally recognised without needing to complete the full training course.

RPL is ideal for those already working in the industry who can provide evidence of their current competency in line with Austroads and WHS standards.

 

Eligibility:

  • Minimum 12 months of verifiable industry experience in traffic control and management.
  • Evidence of holding previous Traffic Control and Traffic Management Tickets.
  • Ability to provide workplace documents and evidence demonstrating practical experience in low-volume traffic environments.
RPL Evidence Requirements:
  • Proof of identity (e.g., driver’s licence, Medicare card).
  • Workplace evidence, such as:
    • Employer letters or references verifying experience.
    • Photos or videos of you working in traffic control/management roles.
    • Copies of past tickets or expired qualifications.
    • Completed workplace documents (e.g., SWMS, TMPs, TGS).
  • Participation in a competency conversation (phone or video interview with an assessor).
RPL Process:
  1. Application: Submit an RPL request with supporting documents and ID.
  2. Evidence Collection: Provide proof of skills and knowledge through workplace examples and documentation.
  3. Assessor Review: Participate in a competency conversation to verify your experience.
  4. Outcome: If all requirements are met, your assessor will issue a Statement of Attainment and submit your registration to Austroads.

 

Fees:TC1 & TMI1 RPL: $1,000 (includes assessment and Austroads registration fees).
