Here’s What You’ll Learn In This Course:
The TC2 and TMI2 course provides advanced training for individuals seeking to work in higher-risk traffic environments and manage traffic on high-volume roads. It equips participants with the skills and knowledge required to control traffic safely in complex scenarios and implement, monitor, and adjust Traffic Guidance Schemes (TGS) in accordance with industry standards.
Training covers advanced traffic control methods, including working on roads with higher speed limits and greater traffic density, coordinating larger traffic setups, managing multiple work zones, and ensuring compliance with detailed traffic management plans. Participants also learn to conduct thorough site risk assessments, use and supervise a broader range of signage and safety equipment, and maintain clear communication with road crews, site supervisors, and other stakeholders.
Upon completion, students are awarded a nationally recognised Statement of Attainment for the advanced traffic control and management units. This qualification enables them to work legally in high-volume road environments and opens up opportunities for senior traffic management positions. Graduates are well-prepared for employment on major infrastructure projects, civil construction worksites, and high-speed road maintenance operations where advanced traffic control expertise is essential.

Upon completion of the TC2 and TMI2 course, participants will achieve the following nationally recognised skill sets and units of competency under the TTM National Training Program:

Pre-Requisites
- Completion of the RIISS00058 Traffic Controller Skill Set for Urban Streets and Low Volume Rural Roads
- Hold a valid White Card (CPCWHS1001 – Construction Induction Card). If you don’t yet have a White Card, we can help you complete this training beforehand.
- Provide evidence of basic English language, literacy and numeracy (LLN) skills sufficient for reading and interpreting complex traffic management plans.
- Be physically fit and able to work safely on active construction or road sites.
- Provide two forms of identification (e.g., driver’s licence, Medicare card, passport, student ID card).
- A minimum of 30 days must pass between completing TC1/TMI1 and progressing to TC2/TMI2 to allow for sufficient workplace experience, as per Austroads requirements (at least 40 hours of experience working in a temporary traffic management workplace in a traffic controller role).

Course Structure
The TC2 & TMI2 course is delivered over 2 days and includes:
- Advanced classroom learning
In-depth content on complex traffic plans, risk analysis, WHS systems, and incident response - Practical assessments
Simulated setups involving portable traffic control devices and attenuators - Written and verbal assessments
Covering risk management, WHS, and traffic operations in high-risk environments - Optional industry placement (if required for real-world validation)
This course is ideal for those looking to upskill from TC1 & TMI1 or take on more responsibility in traffic and civil roles.
Obtaining Registration
To work legally in TC2 & TMI2 roles, you must:
- Hold a current TC1 & TMI1 certification
This is a mandatory prerequisite before enrolling in TC2 & TMI2 - Successfully complete the TC2 & TMI2 course
Including all theory and practical assessments - Hold a valid White Card
Construction Induction Card (must be current and recognised in Australia) - Submit Statement of Attainment to Austroads (where required)
Ensures you’re registered and recognised to perform these duties across states and territories
Payment & Booking Terms
Payment in full is required at enrolment and must be made at least 4 days before your course date to secure your booking.
STEP123 complies with RTO standards and does not collect over $1,500 in advance. Payment options include credit/debit card, bank transfer, Afterpay, or approved group/workplace invoicing. For those facing financial difficulty, flexible arrangements can be discussed prior to enrolment.
Refunds are only available for cancellations made 48+ hours before class (50% refund). Cancellations within 48 hours or after class starts are non-refundable. Refunds are processed within 14 days.
Reschedule requests made more than 24 hours before class are allowed once for free. Requests within 24 hours require a new booking and payment. If STEP123 cancels or reschedules a class, students will be offered an alternative date at no extra cost.

Job Outcome
Completing the TC2 and TMI2 course qualifies you to work as a Traffic Controller and Traffic Management Implementer on high-volume roads, including arterial routes and highways. This advanced certification may allow you to manage complex traffic setups, coordinate multi-lane closures, and implement detailed Traffic Management Plans (TMPs).
Graduates are well-suited for roles as:
- Senior Traffic Controller (high-volume roads – up to 80 km/h)
- Traffic Management Implementer (Level 2 – up to 80 km/h)
- Leading Hand / Team Leader in traffic management

Recognition of Prior Learning
Recognition of Prior Learning (RPL) is a pathway for experienced traffic controllers and traffic management implementers to have their existing skills and knowledge assessed and formally recognised without needing to complete the full training course.
RPL is ideal for those already working in the industry who can provide evidence of their current competency in line with Austroads and WHS standards.
Eligibility:
- Minimum 12 months of verifiable industry experience in traffic control and management.
- Evidence of holding previous Traffic Control and Traffic Management Tickets.
- Ability to provide workplace documents and evidence demonstrating practical experience in low-volume traffic environments.
RPL Evidence Requirements:
- Proof of identity (e.g., driver’s licence, Medicare card).
- Workplace evidence, such as:
- Employer letters or references verifying experience.
- Photos or videos of you working in traffic control/management roles.
- Copies of past tickets or expired qualifications.
- Completed workplace documents (e.g., SWMS, TMPs, TGS).
- Participation in a competency conversation (phone or video interview with an assessor).
RPL Process:
- Application: Submit an RPL request with supporting documents and ID.
- Evidence Collection: Provide proof of skills and knowledge through workplace examples and documentation.
- Assessor Review: Participate in a competency conversation to verify your experience.
- Outcome: If all requirements are met, your assessor will issue a Statement of Attainment and submit your registration to Austroads.
Fees:
- TC2 & TMI2 RPL: $1,000 (includes assessment and Austroads registration fees).
Achievements:
On successful completion of the TC2 & TMI2 RPL, you will receive a statement of attainment certificate and an Operators Card for:
- RIISS00059 – Traffic Controller Skill Set (High Volume Roads).
- RIISS00061 – Traffic Management Implementer Skill Set (High Volume Roads).
